		<description>In Tribal courts they usually don&#039;t have the distinction of misdemeanors versus felonies.  Tribal courts do however prosecute crimes like rape, robbery, etc.  It is just that the punishment cannot be more than one year per count under the Indian Civil Rights Act, and the Major Crimes Act.  Sometime the Tribal prosecutors can get two years by charging both rape and assault, for example.  If Tribes were not allowed to have any rape statutes whatsoever, they would really be in trouble, because the feds hardly ever prosecute sex crimes in Indian Country.  I agree that reform is needed.</description>
